A keyword becomes local when it signals geographic intent — the searcher wants results near a specific location. Geographic signals include explicit city or neighborhood names in the query, the phrase "near me," or implicit intent where Google infers local relevance from the user's device location even without a location word in the query.

The foundational pattern for local keyword targeting is combining your service with a geographic modifier: "emergency plumber Austin," "wedding photographer Brooklyn," or "coworking space Shoreditch." These keywords have clear commercial intent from a bounded geographic area, making them highly valuable despite often having lower search volume than national terms.
