How Resources Are Allocated in Data Centres
When you deploy a VM, the fabric controller finds a healthy server and allocates its resources. It even live-migrates running VMs off failing hardware with no downtime.
Azure PoP Locations vs Regions
Do not confuse them: regions are full facilities running compute and databases, while Points of Presence only cache content. There are far more PoPs than regions.
Data Encryption in Transit and at Rest
Azure protects data two ways: in transit with TLS 1.2+ and at rest with AES-256. So your data stays unreadable even if media ever left a facility.
